      1. The ORIGINAL website, which is what shows up when one searches Washington Square Estates Homeowners Association, WAS PAID up and has no ads. I daresay that it’s very unfortunate that the Board decided to create this NEW website out of spite, and therefore has not been the most efficient tool in servicing our community.

  1. The following are my comments/questions re the August 15th, 2018 Minutes:
    1) Regarding the “20 is plenty” YES, the City of Tigard strongly advocates following Portland’s lead. Matter of fact, those very signs which I personally put up in both entrances, and one still remains on my lawn, were issued by the City of Tigard, and distributed to the members of the Committee on Community Engagement, of which I am a part of. I mentioned this on my June 25, 2018 email to the neighborhood. I would’ve mentioned it here, but time and time again, I have brought up the fact that homeowners CANNOT post on this site, UNLESS it is a direct response to the topic the Board posts.
    2) You may want to check the “fine line” about the Board benefiting from any commercial endorsement. As a non-profit organization, I learned at yesterday’s seminar, that getting some sort of benefit for the board, is not appropriate, and solicitation of such benefits should not be allowed. Please CLARIFY who is getting the discount, and whose work is done.
    3) I repeat — it says that Chair Paul will get a bid for costs of declarations and bylaws reviewed. WAS THIS DONE, and by whom, as clearly the Board has come up with a new thoroughly written amendments, but is it legal?
    4) Costs and figures have been mentioned, but none of the financial reports for the first three quarters have been shared.
    5) Dianne reported that there are 29 followers of the website. I’d like to know how many are duplicates, and not counting the Board, how many are homeowners are on it. I am concerned that communication is not disseminated enough. I have started a chronological activity chart on the NEW website, and I have to say I am a bit embarrassed that over 50% of exchange is mine. Is this a very clear sign of the neighborhood returning to BLISSFUL APATHY?
    6) You mentioned that $111 was spent in mailing the newsletter, did the Board assess the efficiency of that? We were told at the seminar that E-Mails are not only acceptable, but considered LEGAL correspondence. Maybe the Board needs to SERIOUSLY consider taking action on figuring out the preferences of the homeowners on HOW we want to be informed most expeditiously and efficiently!
    7) As for contacting the City of Tigard for removal of trees…I know from the three estimates that I personally gathered last year regarding our tree issues, that the tree company contracted will be the ones responsible for getting the permits, especially if the tree company justifies the need to do so. That works for homeowners, too.
    8) A detailed landscape report was shared with the Board, but is it possible to share it with the rest of the membership?
    9) It was mentioned that the Board was “looking to identify a link to an arborist to share with the neighborhood.” WHO is that arborist?
    10) Again with the legal — who is attorney of record?

Oh, and another thing, and only because I used to run a secretarial service, and with that I used to be a legal and medical transcriber, AND I am kinda OCD…PLEASE, MAY I ASK that the Minutes be in correct form. As you chose to use the Outline Format, please observe the rules, so that the reporting can be easy to follow:

    Two forms of Numbers in an Outline – these are:

    1. Alphanumeric Outlines
    This is the most common type of outline and usually instantly recognizable to most people. The formatting follows these characters, in this order:
    *Roman Numerals
    *Capitalized Letters
    *Arabic Numerals
    *Lowercase Letters

    If the outline needs to subdivide beyond these divisions, use Arabic numerals inside parentheses and then lowercase letters inside parentheses.

    2. Decimal Outlines
    The decimal outline is similar in format to the alphanumeric outline. The added benefit is a system of decimal notation that clearly shows how every level of the outline relates to the larger whole.
