Meeting Minutes April 14th, 2021

  • Reading of Minutes from January 27th Meeting – Meeting minutes unable to be read as Joan was absent of this meeting.  Jen will contact for a physical copy.
  • Reports from Officers
    • David
      • Spoke with the city code compliance office early March 2021 about Terry’s speeding concern.  I was informed they are not doing speed surveys at this time and to check back in the spring.
    • Mackenzie
      • We have updated the landscape contract 
      • We removed ivy from the trees on our properties so the trees don’t die
    • Jen
      • Attempted to talk to neighbors about the cotton wood tree at the top of Ventura Dr.
    • Kimberlee
      • None
  • Old Business
    • Seating new Member Kimberlee Reitmeier into secretary position – New Member Vote Required – Vote is passed by role call.
    • **Mike’s Tree Service and seeking new offers 
      • Tree at 6805 SW Ventura Drive, board approved $675 for removal
        • Tree has been removed, payment should be tendered.
    • Open the floor for new business from owners.
      • Terry – Speed remains a problem in the neighborhood.  Considering talking with the city about another speed survey.
        • See David’s Report, open for more comments.
      • Linda – Sidewalk accessibility there are sideways places where vegetation is invading the sidewalk space. – City requires that sidewalks be cleared.
        • Should the board consider a notice to owners for sidewalk maintenance?
        • COMMENTS:
          • Members would appreciate if neighbors were notified when there is a defect on their side walk.
          • Who owns the side walk and who is responsible for it’s maintenance in the city of Tigard – Jen researched and found it is the responsibility of the owner.
  • New Business
    • Tree behind 7045 SW Ventura Dr.
      • David Spoke with Mike from Mike’s Tree Service, who bid $550, to fell the tree and leave the remains on the north side of the creek.
      • COMMENT:
        • Neighbors think it would be a good idea to discuss with the owners about splitting the cost as a general policy.
        • Neighbor is concerned about leaving a snag of the tree standing as habitat.
      • MOTIONS
        • Terry made a motion to approach the owner about splitting the cost of $550 and have the tree removed. – MacKenzie Second.
    • Open Floor to Homeowners for new business.
      • Shell, suggests adding more 20 is plenty signs from the city of Tigard.  Shell will take on the project.
        • COMMENTS
          • Terry is skeptical that adding 20 is plenty signs will work.
          • Eric, suggests hand painted signs could draw more attention.
          • Mary made the suggestion to add a crosswalk at the bottom of the stairs from SW Locust. – David Lukowski will contact the city about adding a crosswalk at this location.
      • Disaster preparedness 
        • Erin suggests organizing the neighbors to discover, store and share resources among neighbors.
        • David suggested that Erin and Shell form a subcommittee.  Shell declined that she is only available for 1 project at a time.
        • Kimberlee said she would assist with the subcommittee.
        • Terry suggests looking at what the city of Tigard has available for DR resources.
        • Motion is passed for Erin to form the committee.
      • Shell asked about packing up / out travel trailers.
      • Kimgerlee commented about the fallen fence on the path between upper and lower ventura dr.  David will look at city ordinances about the fence.
      • Bill – Tree at the top of Ventura Dr cul-du-sac.  To the best of his ability determined the tree was exactly on the property line.  
        • Jen had an estimate done from Arborscape for around $2500.  Without stump removal.  Jen will follow up to find out about stump removal.  
      • Bill – Ivy invasion.  
        • Consider a work day to pull ivy and raise awareness of the problem.
        • Jen reminds us that black berries are an issue as well.
      • Bill – Wood chips on the north entrance.
        • Chipping will be resumed now that it is dryer and springtime.
        • Shrubs were suggested.
      • Shell – Getting together a contact list of the neighbors.  Jen has such a list and can share.
